Why the auction sheet now decides if your car clears customs

The June 2026 order was clear. For cars cleared under the one-time inspection waiver, customs officials were told not to clear any car graded on its Japanese auction sheet as 3 (below average), 2 (poor), R (repaired accident) or RA (minor accident repair).

Inspection now happens in Japan. The Ministry of Commerce accepts pre-shipment inspection certificates from two firms — EAA Company and Auto Terminal Pak — issued through their partners in Japan. Customs checks each certificate with the firm's local office.

What that means for you: if the dealer's copy of the sheet says 4.5 but the auction house recorded R, the truth comes out — at the inspection or at Karachi port, after you've paid. Checking the original record first costs $8. Finding out at the port can cost you the car.

Don't buy on a photo of the sheet. An edited image can say anything. Read the grade from the original auction record, pulled by chassis number. Here's why photos aren't proof any more.

How an older Japanese car hides its history

Every year a car spends in Japan adds chances for part of its story to go missing. This is what we see most on older cars:

Watch for ex-rental registration and items marked “to follow” — often the spare key and service books.

Grades can jump between sales. Compare every record, not just the best-looking one.

Where the big surprises live

Replaced meters, underbody rust (especially on cars from snowy areas) and older records that are harder to find online.

How to check an older Japanese car before you pay

  1. Get the chassis number from the exporter. In writing, from the car's documents — not read off a sheet image they sent you.
  2. Pull the original auction record. Verify by chassis number to see the grade, mileage, auction house, date, lot number and the original sheet photos.
  3. Apply the grade gate. 3 or below, R or RA? For Pakistan, stop there unless your clearing agent confirms in writing that the car can clear.
  4. Check the mileage ladder. Across every auction appearance, the number must only go up. A drop, or a note like (meter replaced), needs an answer. How to read it.
  5. Read the inspector's notes. The deal-breakers are written in Japanese: rust, corrosion, flood. Can't read them? Get the sheet translated.
  6. Check how old the record is. A sheet from two years ago shows the car two years ago — rust and wear keep going. Snow-region cars need the most care here.
  7. Book the pre-shipment inspection before the ship sails. No certificate, no clearance — and port storage charges add up every day.
